The Fifth Russia-Japan Policy Dialogue was held in Kanagawa, Japan, on June 12–14, 2003, to explore the bilateral relationship in the context of recent domestic developments as well as changes in the regional and international environments. Participants discussed issues such as the Russian and Japanese responses to new security challenges in Northeast Asia, and how Russia and Japan can cooperate in the restructuring of the regional and international order in the post–Iraq war era.
