2nd Roundtable on Japan's Migration Policy FY2018

JCIE held the second meeting of the Roundtable on Japan’s Migration Policy with the participation of Masaharu Nakagawa, a former minister of education. In light of last year’s revisions to the Immigration Control and Refugee Recognition Act, which expanded Japan’s acceptance of foreign workers, the roundtable explored the content of a Basic Law on Foreigners Residing in Japan, which it plans to recommend in March. The members deepened their discussions on how Japan can position foreigners as full members of society— people who reside permanently in Japan, working, living with their family, and raising their children in Japan—rather than simply seeing them as a way to compensate for the country’s labor shortages.
