The fourth APAP forum was held at the Institute of Southeast Asian Studies (ISEAS) in Singapore on October 9–10, 1998, with approximately 40 participants—primarily leading scholars from Asia Pacific research institutions—in attendance. This meeting succeeded in expanding the APAP network, drawing participants from three countries not often represented in such regions forums: Laos, Cambodia, and Brunei. The meeting focused on an ongoing collaborative research project, “Governance and Sustainable Systems of Development,” and addressed such issues as whether, in light of the current economic crisis facing Southeast and East Asia, there were limits to what could be achieved through the so-called East Asian growth pattern; what impact Asian values had; what lessons could be drawn from the current crisis; and what political, economic, and social systems should be constructed to ensure sustainable growth in the region for the future. Discussions were also held on the future of the Asia Pacific community and the role of the Association of Southeast Asian Nations (ASEAN), and on the research and dialogue agenda that APAP should pursue in the future. A conference report was published in English in 1999.
