JCIE/USA Programs


JCIE activities are organized into three interrelated and mutually reinforcing programs: the Political Exchange Program, Global ThinkNet, and CivilNet.

Political Exchange Program (PEP)

JCIE operates the U.S.-Japan Parliamentary Exchange Program, the longest running nongovernmental and nonpartisan exchange program between members of the U.S. Congress and the Japanese Diet, as well as the U.S. Congressional Staff Exchange Program, which provides senior staff members with an opportunity to conduct open discussions with Japanese policymakers. JCIE also cooperates with the American Council of Young Political Leaders (ACYPL) to organize the U.S.-Japan Young Political Leaders Exchange Program, an annual bilateral exchange program that exposes young U.S. and Japanese leaders to the politics and policymaking processes of the other country.

Global ThinkNet: Policy Research & Dialogue

Launched in 1996, the Global ThinkNet program aims to promote analysis and discussion of critical issues facing Japan and the Asia Pacific in their relations with the United States and the rest of the world. This program allows JCIE to act as a network-oriented think tank where a core of in-house researchers work with outside researchers as well as other think tanks around the world in responding to the rapidly evolving research agenda of today's world.

  • Domestic Governance in Japan: Nongovernmental Contributions to Governance, Enhancing Japan's Political Processes, and Grassroots and Local-Level Governance
  • Human Security: HIV/AIDS and Communicable Diseases in Asia, Human Security in the United Nations
  • International Affairs: Globalization, International Governance, and Japan's External Relations and Foreign Policy

CivilNet: Promoting the Development of Civil Society

Through its CivilNet programs, JCIE continues its long tradition of leadership in encouraging the development of a vibrant civil society in Japan, the Asia Pacific, and around the world. JCIE promotes a deeper understanding of the role of civil society through research on issues facing the nonprofit sector; facilitates exchanges with nonprofit and community-based organizations in Japan, the United States, and elsewhere; and serves as an intermediary for U.S. corporations' giving programs in Japan.
